IV. The solution I (we) propose is: Our goal is to weed out those who do not need welfare and those who illegally use welfare. One solution to the welfare problem are backgrounds checks. The government would see if they have misused welfare in the past or have criminal records. Those who have commited a felony in the 5 years will not recieve welfare benefits. Also they will check to see if the person dearly needs welfare. Those who would be entitled to welfare are as followed. Single mothers/fathers, verterans and people with physical/mental abilities. Another solution is mandatory drug testing. This will most likely eliminate people who use their welfare money for drug use. If caught using drugs while on welfare they will be banned for 2 years from the welfare program. Also they will have to go to mandatory drug abuse counseling if they wish to receive welfare once the two years is over. Another solution is similar to debit card sort of thing. This will elimate food stamps, welfare checks ect. It will also track what the recipients of welfare, spend their money on. The government would track everything.
